I thought I saw a comment on the roadmap slides that Bliss64 for x86 had been ported already, but I don't see it listed anywhere as a download. The Freeware section has the earlier Bliss releases, but not for x86.
Will the Bliss64 compiler be available at some point?

as parts of VMS are written in BLISS I'm sure they had to make it work but making a version of the compiler fit for a public release is probably not high on VSI's list.
