I don't think C++ ever has been a widely used compiler on VMS.

It arrived late when VMS was starting to become a platform for existing applications only.

It has been severely behind current standards for over a decade.

Hopefully this will change with clang on VMS x86-64. It will be a huge improvement compared to both the old VMS C++ compiler and to C.
