V9.2-3 FT - error from CTF$STARTUP.COM

I cloned my V9.2-2 system on VirtualBox and upgraded to V9.2-3

During the startup of the upgraded system, the follow error is output

$@sys$startup:CTF$STARTUP.COM
%INSTALL-E-FAIL, failed to CREATE entry for DISK$X86SYS:<SYS0.SYSCOMMON.SYSLIB>ctf$name_table.dat
-IMGACT-F-NOTNATIVE, image is not an OpenVMS Alpha image

Known issue. Changes were made to the INSTALL utility to default /OPEN in all cases. Data files don't work that way.

You could try adding /NOOPEN on the INSTALL command(s) in the startup file as needed.

editing CTF$STARTUP.COM to
install create/noopen sys$library:ctf$name_table.dat
works.
