(9789) VPM$SERVER and Password Security Alarms?

We have a homogenous cluster and the one node keeps trying to startup
VPM$Server on the other node how can I stop this from happening.

This is the remote portion of MONITOR utility, and specifically
the MONITOR CLUSTER mechanism.

There is a mechanism to start the IP VPM receiver in the
site-specific system startup template, but the OpenVMS Wizard
will assume this configuration is using DECnet Phase IV.

Please ensure you haved a consistent set of passwords, and that
the password for VPM matches that in the DECnet Phase IV database.
