WebUI for Community License

Hello - I've been following Remy van Elst's procedures for setting up OpenVMS on VirtualBox with a Community License. Part 3 for getting started with WebUI steps you through installing LUA and CIVETWEB, but then when you get to the part to install WebUI, the zip file X86VMS-WEBUI-V0401-1-1.ZIP (or newer) does not seem to be available anywhere. He says to go to the Software Portal, but I don't have a login there and don't know how to create one or if a Community License is even eligible for one. Can someone clarify?

Even with Community/Ambassador access the portal does not currently have WebUI available to download - it did in the past as I've got it running.

Can confirm, I cannot see it (with Ambassador access):
