Problem installing OpenSSH 8.9D on Alpha

Hi
When installing OpenSSH 8.9D on an OpenVMS 8.4-L1 AXP system I get:

Which is strange because the required SSL3.07 is installed.

I figured it out : On the machine I tried this I did not run the SSL3 initialization script after the installation.
After doing that it works.
