The PCSI patch is a bugfix for POLYCENTER (Package manager), and is required for this one to be installed.
At this point in time, I'd also install the TCPIP-V0600-24-1 update, as well as the ones available for OpenSSL and OpenSSH from the main website.

You need to install PCSI patch to install the UPDATE patch. BTW, I am pretty sure that I have seen that before - needing to update PCSI separately before a big update.
Whether you need to install the UPDATE patch is up to you. You can read the description of what it contains. My general gut feeling is that most people are running test not production on x86-64 and unless the test is close to complete, then updating the test system with the intention of putting an uptodate system in production seems pretty obvious. And the traditional VMS approach from 40 years ago of patching once every 2 years or so just don't cut it in todays world. Frequent patches is part of modern IT life and VMS will have to join the fun.

While the phrasing "previous kit" is not as clear as I would like it to be,
those messages indicate that the patch is mandatory.
