Debugging on vmdk images

I have recently discovered I can't debug pascal programs in OpenVMS vmdks images because they haven't yet finished that bit. How will they get updates out to those that they've sent vmdks to once they've sorted debugging?
I feel sad that I can't update like I used to with the previous community licencing scheme.
