Since Intel are proposing a new version of the x86-64 architecture which will remove all 16 bit support and kernel mode 32 bit support, I am wondering how OpenVMS might become affected.

It has been discussed before.
I believe the short story was that VMS only support 64 bit mode so no impact on VMS running. The boot sequence and UEFI will be different, but when it has gotten VMS kicked off then it is no change.
