I found REG$CONFIG.COM but I am missing REG$STARTUP.COM.
Should the file not be in SYS$SYSROOT:[SYS$STARTUP]?

REG$STARTUP.COM is a OpenVMS registry file which is used by PATHWORKS and/or Advanced Server. VSI did not get the licenses to PATHWORKS nor Advanced Server due to 3rd party copyright encumbrances. VSI therefore omitted the REG$STARTUP.COM command procedure for this reason.
Note: This limitation does not affect Samba for OpenVMS as it does not use the OpenVMS Registry application. Samba is one of the OpenSource products currently provided by VSI.

They should remove REG$CONFIG.COM as well.
