Is DEC Notes still available in some form?

(Will it be ported to x86?)

I find it quite useful.

How many VT terminal users do you have?

I would have thought something web based would be more "accessible" for the typical user anno 2021.

And there is a ton of web solutions (majority in PHP) available. And if they work with MySQL/MariaDB then they should work on VMS.

... and in case you don't have so many VT terminals, there is HTNotes. Have look at https://eisner.encompasserve.org/, but I have no idea where a kit is. Maybe someone on EISNER can point you to a kit.
