I get the following error using VEEAM Backup and Replication 12 while trying to back up OpenVMS 9.2 with 6 SATA disks:
Failed to create VM snapshot. Error: CreateSnapshot failed, vmRef vm-216923, timeout 1800000, snName VEEAM BACKUP TEMPORARY SNAPSHOT, snDescription Please do not delete this snapshot. It is being used by Veeam Backup., memory False, quiesce False
Error: The operation is not allowed in the current state.

I am backing up more than 300 VMs across 5 vSphere hosts using Center to build the list of VMs with no other issues.
I am opening a case with VEEAM. Ideas appreciated.

I imagine VEEAM coordinates with the guest OS, via extensions in that guest OS, to quiesce the drives before taking the snapshop. VSI would have to implement those extensions for OpenVMS.
