settings not taking effect immediately, what am I doing wrong??

Hi, I haven't used VMS in probably close to 20 years and started fooling around again with the hobbiest license install in a VM and I have run into some odd things with settings, for example I started SSH and BIND and I could ping, telnet to hosts with IP or resolved hostnames, and even added some hosts with tcpip SET HOST /ADDRESS= and those worked as well , except none of them worked with SSH
I get this message with IP, HOST or hostname:
gethostname: no logical name match
%TCPIP-F-SSH_FATAL, non-specific fatal error condition

then I come back several hours later and it just mysteriously works. I had tried rebooting, stopping and restarted network and that didn't help, just walking away for 5 hours and trying again did for some reason. What's going on?!

   Are you running a BIND _server_?  What, exactly, did you do?  As
usual, showing actual actions (commands) with their actual results
(error messages, ...) can be more helpful than vague descriptions or
interpretations.  Copy+paste is your friend.

   Without a precise description of anything, I wouldn't try to guess
whether the problem is with the VMS system or something else in your
network.

   My psychic powers are too weak to let me guess what you did, let
alone what might have caused it to fail for a while.  Has the problem
recurred?

you are of course right but at this point I have no idea as I was typing away commands and going through tcpip$config menu for hours. I can try to reproduce it and post again after the holiday weekend.
