cxml installation problem

The XCML package in the AXP layered product CD/.ISO cannot be installed - it cannot resolve reference to a lolt of files - starting with "[SYS$UPDATE]CXML$STARTUP.COM". Each of these request abortion of installation, just getting on fails in the end. FORTRAN and CC/CXX have already been installed.
