I've got a little question
Where can I download a new version MOSCOW timezone file from?
I'm using OpenVMS Alpha 8.4 with the Hobbyist License.

You say you are using V8.4 with the Hobbyist license. Is that correct? HPE no longer updates Timezone files for V8.4 versions.
There should be a MOSCOW timezone file in V8.4-2L1 Alpha distributed by the VSI hobbyist program. The is this change documented in the 2020e IANA.org release:
Volgograd switches to Moscow time on 2020-12-27 at 02:00.
Is that the update you are looking for? You can generate binary timezone files yourself following the guidelines in the C runtime utilities manual here: https://vmssoftware.com/docs/Compaq_C_R ... Manual.pdf
