I had a nasty surprise because of this nice tool
sys$system:X86VMS$PCSI_INSTALL_MIN.COM
I have of course used its ALPHA ja I64 counterparts over the years many times to create the "STANDALONE BACKUP" like enviroment of VAX/VMS. OF course this newer on ALPHA and I64 was so much better
I used it same was I always had used on ALPHA and I64.
But on X86 it produces huge number of errors and the result disk IS NOT BOOTABLE
to make things even worse, my current system was also rendered unbootable along the way.
Problem is trivially reproducable. I have seen it now on both E9.2-3 and V9.2-2
The broken system disk appears to be NOT repairable. I.e. I had to reinstall from scratch because I did not yet have a backup of this newly installed systrem..
On the "Oracle VIRTUALBOX" play system I had number of bootable disks, one for E9.2-3 and one for V9.2-2
so there recovery was so much easier.
So here is execution of said procedure to build the "standalone like env"

/CLUSTER, /GROUP or /SHARE qualifiers. It also must not be mounted
with the /FOREIGN qualifier. If any of these qualifiers were used
when the disk was mounted, dismount it and re-mount it without them.

reproduced on V9.2-2, originally happened to me on E9.2-3.
So in here the originally good boot disk was DKA0 and build target was DKA4 and neither of them are bootable after this. This was on real genuine hardware but reproduced same issue also on ORACLE VBOX machine too

I didn't check all of these files, but the first few (and I'd guess
all of them) are symlinks to the Memory Disk. For example (V9.2-2):

According to the release notes, VSI OpenVMS x86-64 - starting from version V9.2 - does not currently support minimal operating system installation on a non-system disk.

And yet, X86VMS$PCSI_INSTALL_MIN.COM _was_ included in the kit, and
it pretends to do useful work.

Don't care. Not a VAX. On the bright side, the V9.2-2
sys$update:STABACKIT.COM does say:
On OpenVMS x86_64 virtual machines, the system disk may be backed up
by making copies on the host machine or by booting the installation
medium and selecting the DCL option.
And it doesn't run anything. But, not being on a VAX, I wouldn't have
run it. I might, however, have looked for a
SYS$SYSTEM:<arch>VMS$PCSI_INSTALL_MIN.COM, and found one of those which
looked suitable. But STABACKIT.COM would have been yet another place to
put a warning about possible system-disk corruption by the obvious tool.
