FTP not working

I'm running the OpenVMS Student Package with Windows 10, 64-bit as the host computer.
But I can't get FTP to work from the host computer.

Virtual Alpha: Heavy CPU-load on host

I'm running VMS in Avanti's 'Virtual Alpha' on my Windows computer.
It causes a constant CPU load of ~10-15% although the virtual system is in idle....
